Hopkins County Health Department – SURPLUS NOTICE

In accordance with 902 KAR 8:170 – Local Health Department Financial Management Requirements, the Hopkins County Health Department is providing public notice of surplus property available for disposition.
Under Section 9: Disposition of Assets, Surplus, or Excess Property, local health departments may dispose of property that is no longer needed or suitable for use. The regulation states that:
“A local health department may sell or dispose of any real or personal property…that is not needed or has become unsuitable for use.”
Disposal must follow the requirements of Section 9, including written determination of need, allowable methods of sale or transfer, and proper accounting of any compensation received.
Allowable Disposal Methods
Per 902 KAR 8:170 Section 9(3):
- Sealed bid, with the highest bid accepted
- If no bids are received or the item’s value is under $500, the department may dispose of the item in any manner consistent with the public interest.

NOTE: The 6% sales tax must be charged to any buyer not exempt from paying sales tax.
PAYMENT REQUIREMENTS
Payment is not required with the bid. Payment is due only after award.

All payments must be made payable to the Hopkins County Health Department and items must be paid for in full before removal. Items must be removed within 7 calendar days unless other arrangements are approved. We are open Monday through Friday, 8:00am to 4:30pm (CST). Items not removed within the required timeframe will be considered abandoned and may be disposed of in accordance with local health department policy.
BID SUBMISSION INSTRUCTIONS
All bids must be submitted in a sealed envelope clearly labeled:
“SEALED BID – Surplus FY (year) – [Item #] – DO NOT OPEN”
Example:
SEALED BID – Surplus FY 2024-2025 – [#17] – DO NOT OPEN
Bids must include the following information:
- Bidder Name
- Address
- Phone Number
- Bid Amount (in U.S. dollars)
